“Operators failing compliance checks is never a good look,” he says. Campaigners often claim that financial sanctions are priced in and that the Commission should revoke more licences, although Waugh does not believe operators view settlements merely as a cost of doing business.

Nor are regulatory breaches unique to gambling. Waugh notes that Tesco was fined more than £8 million for food hygiene failings in 2021, without parliamentarians demanding that it should be prevented from selling cornflakes.

Federal prosecutors, however, do not mention the mafia in court documents. They allege the gambling ring generated millions of dollars through illegal sports betting, video gambling, and loansharking operations, with members using intimidation and violence—or the threat of it—to collect debts.

This sense of understanding was also described as something that needed to be maintained continuously, rather than achieved only once and then relied upon. 

Consumers reiterated that being informed is an ongoing process, and that fast-paced and immersive gambling formats can rapidly erode awareness.

On the question of who should be responsible for maintaining this understanding, participants favoured a shared model rather than placing the burden solely on one party.
